Partners in Peace
Vice President Joe Biden will be the keynote speaker at the Partners in Peace event to be held Wednesday, March 31, at the Peoria Civic Center.
This is the signature event of The Center for Prevention of Abuse. As Chairman or Ranking Member of the Senate Judiciary Committee for 17 years, then-Senator Biden was widely recognized for his work on criminal justice issues including the landmark 1994 Crime Bill and the Violence Against Women Act (VAWA). Because of this law, the Peoria County Family Justice Center was formed and has become a model for protecting individuals and families through inter-agency cooperation. The Family Justice Center is a collaborative effort of prosecution, the courts, law enforcement agencies and The Center for Prevention of Abuse. Additionally, VAWA provides funding for prevention education for children. The Center’s Prevention Program made 35,000 student contacts last school year teaching body safety and respectful relationships. “We are thrilled to have Vice President Biden for our event,” announced Martha Herm, executive director for The Center for Prevention of Abuse.
Rape Aggression Defense Basics - Self Defense for Women

Nationally, in 2005, rapes reported to law enforcement were 93,934 (national data from the FBI Uniform Crime Reports).
In Illinois, the Governor's report stated 5,982 sexual assaults were reported to law enforcement in 2005
(Illinois State Police Uniform Crime Reports).
The Rape Aggression Defense System is a program of realistic, self defense tactics and techniques.
The RAD System is a comprehensive course for women that begins with awareness, prevention, risk reduction
and avoidance, while progressing on to the basics of hands-on-defense training. RAD is not a Martial Arts program.
Our courses are taught by certified RAD Instructors and provide you with a workbook/reference manual. This manual
outlines the entire Physical Defense Program for reference and continuous personal growth. The RAD System of Physical
Defense is currently being taught at many Colleges and Universities. The growing, wide spread acceptance of this
system is primarily due to the ease, simplicity and effectiveness of our tactics, solid research, legal defensibility
and unique teaching methodoliogy.
The Rape Aggression Defense System is dedicated to teaching women defensive concepts and techniques against various
types of assault, by utilizing easy, effective and proven self-defense/martial arts tactics. Our system of realistic
defense will provide a woman with the knowledge to make an educated decision about resistance.
